With the dglOpenGL header up to date and an delphi hello world example for OpenGL 3.x not to be found. (i may have overlooked it).
I decided to write one using http://www.opengl.org/wiki/Tutorial:_OpenGL_3.1_The_First_Triangle_(C%2B%2B/Win) as a guidance.

So here is the result:

Your link seems to be "dirty". My Avira WebGuard doesn't like it. Maybe you should check the file at http://www.virustotal.com/

edit: Avira seems to have updated their signatures for this file. Now the scanner does not accuse the file any longer to be a virus.

Hmm, dont know what to make of it. It comes clean out of most scanners at the link you provided. Only AntiVir 7.9.1.114 2009.12.18 and McAfee-GW-Edition 6.8.5 2009.12.20 mention a threat to be found. So i dont know what to make out of it. Both virusscanner i use nod32 and microsoft security essentials say it is clean, also my pc's are said to be clean by these. With another download of me also someone with antivir mentioned the same threat, but reading the description of the threat i cannot find the collateral damage it causes on my pc's. Sigh...

So best is to delete the exe file in the download and compile the example from the sources. If you go compile from the sources let me know if in the compiled result a threat is suspected or not.

If only a few scanners say its bad then its 99% of the time a false positive. Iv had AV's saying my stuff is a virus before and they have all been false positives (Funny how when you submit things and tell them its a false positive some will e-mailing you saying that its indeed a false positive... They never believe you.)

Finished some more examples from http://nopper.tv/opengl_3_2.html

Bugs:
- i dont trust the cubemapping example, or it could be the tga reader flipping textures.
- the particle system does not work with the the shape textures due to in the fragment shader gl_PointCoord is always 0. But instead it shows red squares as points.
